...according to what I have seen - your GUID has been assigned a Global PunkBuster GUID ban... And it is far beyond my power to help ya get rid of that one.

I have saved the console log for you - showing you what it looked like:

...so - to be honest - theres one more option left - go to http://www.evenbalance.com (PunkBuster main website) and raise there a ticket to support team asking them about resons why your GUID was assigned GLOBAL PB ban. Refer there to the ban ID: 6b7567e2

or simply - another option is to buy another Quake 3 CD with new CD key. Sorry to say that.
